Means tied-up 帛紗. Using a 棗 for 濃茶, which is wrapped in a 帛紗. Usually, a plain black 棗 is used.
Lay out the fukusa with the double edge on the bottom left and place the natsume in the middle. Fold the bottom half up tightly, then pull the top half over that. Then, similar to the Otsu bukuro, it’s just a left over right tie, and then a right over left tie.
According to Burke, 包帛紗(つつみ ぶくさ)is not performed often per se, but used as a stepping-stone for 茶通箱(さつうばこ).
After 拝見, you pick up the 茶杓 first, then the 棗 from the top (as in 大津袋)!
